The 16-year-old driver in the Woodacre crash that killed four teenage girls in April lost control while traveling at least 60 mph along a sharp turn in a 40 mph zone, the California Highway Patrol has concluded, according to a news report.

The 14-year-old surviving passenger said she saw headlights just before the wreck, and that the driver swerved to miss the other vehicle, prompting investigators to consider that scenario. In its report completed in August, the CHP said it found no evidence that another car was involved, the San Francisco Chronicle reported.

The CHP also found no evidence of intoxication. It recommended that the driver be charged with gross vehicular manslaughter for allegedly speeding, making an unsafe turn and driving with passengers younger than 20 in violation of her provisional license, the Chronicle reported.

"Speed was an associated factor contributing to this crash due to the roadway's limited sight distance, narrow lanes, small shoulders, and forest bordering both sides," lead investigator Darrel Horner wrote, the newspaper reported. The driver "only had her license for five months and likely lacked the experience to safely handle these road conditions at a high speed."

The California Highway Patrol declined a Public Records Act request filed by the Independent Journal to release the report, citing the ongoing investigation. Marin County District Attorney Lori Frugoli did not respond to an inquiry Monday on whether charges have been filed.

The wreck happened at about 7:30 p.m. April 18 when the 2021 Volkswagen Tiguan veered off San Geronimo Valley Road and struck a tree. The driver and five passengers were classmates at Archie Williams High School in San Anselmo.

Three girls were pronounced dead at the crash site; one died at a hospital; and a passenger and the driver, critically injured, were taken to hospitals outside the county for advanced care.

The girls who died were Olive Koren, 14, who was in ninth grade, and 15-year-olds Sienna Katz, Ada Kepley and Josalynn Osborn, who were all in 10th grade.

The driver was Elsa Laremont Stranczek, 16, who was in 10th grade. The other survivor was Marley Barclay, 14, who told police she saw oncoming headlights.

The incident sent shockwaves through the greater Ross Valley and West Marin communities. A day after the crash, more than 300 people joined a vigil.

Stranczek declined to speak to investigators two months after the crash while recovering in the hospital, the report said.

Investigators said the driver's mother knew her daughter planned to drive her friends from Fairfax to Woodacre, where they planned to sleep over at Katz's home, despite her restrictive driver's license, the Chronicle reported.

Stranczek's family could not be reached for comment Monday.

According to the CHP, the girls met at a pet store in downtown Fairfax around 7 p.m. that evening before heading to Katz's home, the Chronicle reported.

The CHP determined that the vehicle was traveling at least 60 to 65 mph by viewing the speedometer, which was stuck above 60 mph, the Chronicle reported. Images of the burned meter and mangled SUV were included in the report.

The vehicle's "black box," which measures data on speed, steering, whether the gas or brake was activated, which seats were occupied and whether seatbelts were used, was too damaged for investigators to retrieve the information, the Chronicle reported.
