Ten Hunter mayors will push for action on housing growth, transport and transitioning away from coal when they meet with the NSW Premier, Treasurer, ministers and the opposition.

The meetings at Parliament House this week will also cover commitments to deliver jobs and better natural disaster resilience in the Hunter.

The Hunter Joint Organisation delegation of mayors will be led by organisation chair and Singleton mayor Sue Moore, and deputy chair, Port Stephens mayor Leah Anderson.

The group is advocating for a tri-government agreement, or Hunter Region Deal, to create 50,000 jobs to offset those expected to be lost from coal in the coming years, and urgently accelerate post-mining land use.

By 2030, almost 12,000 direct and indirect jobs will be lost in the Hunter region with the closure of two mines, the organisation says.

Another 22 coal mines are due to close in the coming decades, with no mining approvals granted beyond 2048.

"Muswellbrook and the Hunter have a legacy of powering the country and powering the economy," Muswellbrook mayor Jeff Drayton said.

"We need to lock in that legacy and make it the future.

"A Hunter Region Deal, if it's done right, could deliver our region the benefits of similar agreements like the Western Sydney City Deal. A deal for the Hunter needs to lock in a share of mining royalties to support delivery to our Hunter communities."

The joint organisation believes 61,000 new homes could be unlocked by $938 million for enabling infrastructure such as roads, water and sewer services.

"We have land ready to go and communities eager to grow, but the pipes and roads just aren't there," Lake Macquarie mayor Adam Shultz said.

Hunter councils manage 126,500 kilometres of local roads - vastly more than metropolitan councils, yet the organisation argues that funding formulas fail to reflect this.

"In Sydney, renewing 5 per cent of the road network each year costs around $75 per ratepayer," Cessnock mayor Dan Watton said. "In the Hunter, it's more than $250 in Newcastle, $1800 in Singleton and over $3800 per ratepayer each year in Dungog."

The mayors want investment in a Newcastle Airport airfreight precinct, to prevent $500 million exports from leaking interstate.

They are advocating for $49 million in cargo infrastructure and $3.85 million over three years to implement a Hunter tourism marketing strategy.

Disaster resilience is another advocacy issue, with 97 per cent of disaster funding allocated to response and recovery, rather than proactivity and prevention.

The organisation will advocate for regional councils outside Hunter Water's service area struggling with ageing water and sewer infrastructure, sometimes leaving communities on boil-water alerts for months.

Another agenda item will be addressing cost shifting from state to local governments after councils absorbed $1.5 billion from the NSW government in 2023-24, the equivalent of $500 per ratepayer.

Cr Moore said the delegation was determined to ensure the voices of Hunter communities were heard at the highest levels of government.

"The Hunter is home to a population approaching one million people and an economy worth $91 billion," Cr Moore said.

"Our councils are on the frontline of housing growth, climate impacts, and the transformation away from coal.

"We are heading to Sydney to press the case for urgent and coordinated action to support our region's communities, jobs and industries."
