A grade II listed community pub which closed several years ago in Devonport is being proposed for housing. Applicant James Taylor wants to change the use of the ground floor at the Beresford Arms in Cumberland Street to a two-bed flat including demolition of rear store and toilet.

He is also seeking retrospective permission for three flats on the first, second and third floors. Built in 1798, the pub, which underwent several name changes, retains a significant portion of its original architectural features, including ornate stone detailing, traditional sash windows and a slate roof.

A heritage statement with the application to Plymouth City Council says the building exemplifies an architectural style that characterises much of the Devonport Conservation Area.

The proposed works are considered "essential" for the preservation of the building which "requires immediate works to safeguard it" and "will enhance the building's historical and architectural significance".

Other documents to the planning department say the building has only been partially used and has been unoccupied for a number of years now with no one showing any interest in leasing the commercial unit.

"In the current economic climate there is a real dire shortage of housing, we are looking to bring back the public house into residential use," said the applicant. "It is envisaged the flat will be occupied by single working professionals/couples who are looking for immediate accommodation near the town centre.

"With house and rent prices increasing vastly in the last few years, this type of accommodation is in very high demand."

Other plans submitted to Plymouth City Council this week include a pre application enquiry for the redevelopment of the Derriford United Reformed Church at Caradon Close into a new church and community hub.

Plans include creating a new predominately two storey "robust, modern and elegant" building with fit for purpose community spaces to replace the ageing and inefficient buildings on site including the church, hall and manse.

On the wishlist, according to agent Jez Lavers acting for minister Mark Woodhouse and the church, are a linked chapel and hall, a suite of supporting rooms, good storage areas and the desire to site the new building alongside Powisland Drive to increase its visibility to the local community,

Parking would be via the existing widened access off Caradon Close, removing the vehicular access from Powisland Drive as this road was busier and more congested with parked cars , especially when the playing fields were in use, they said.

The applicants added: "The desire is for the facilities to be used as much as possible through the week, both as a place of Christian worship and learning, and also as a location for the community to use. This may be functions such as private parties, and also for community organisations possibly including the police, medical professionals and other community help groups.

"There is no other community space within the area and our vision is that people see this as 'their church'.

"One of the areas we, as a church, have always seen as key to our culture is the provision of food. This may be through a foodbank type service or lunch clubs or simply providing catering for funerals and other life events."
