WASHINGTON (Kyodo) -- The International Monetary Fund on Tuesday slightly upgraded its 2025 outlook for the global economy but warned that a high level of uncertainty persists, primarily due to U.S. President Donald Trump's aggressive and unpredictable tariff policies.

In its key quarterly report, the IMF projected 3.2 percent global growth this year, up from the 3.0 percent it forecast in July, and raised the outlook for the United States, the euro area and Japan. Still, the pace of growth is expected to moderate from 3.3 percent in 2024.

The IMF attributed the upward revision to the global economy's better-than-expected adaptation to the effects of Trump's tariffs.

"Nonetheless, tariffs are very far from falling back to their 2024 levels. Trade policy uncertainty remains elevated in the absence of clear, transparent and durable agreements among trading partners," the IMF said in its latest World Economic Outlook report.

Highlighting that risks to the outlook remain tilted to the downside, the IMF described the unexpected resilience in economic growth as a "temporary relief" not driven by underlying strength in fundamentals.

Following the publication of the report, IMF chief economist Pierre-Olivier Gourinchas said at a press conference, "The tariff shock is here, and it is further dimming already weak growth prospects. This is clear."

The resilience was evident as companies rushed to export their products to the United States, while households and companies front-loaded their consumption in preparation for higher U.S. tariffs.

For 2026, the IMF maintained the global growth forecast at 3.1 percent. It noted that policymakers and economists have begun to shift their focus from "the eventual level of tariffs to their impact on prices, investment and consumption."

The IMF expects the U.S. economy to grow 2.0 percent in 2025 and 2.1 percent next year, a sharp decline from 2.8 percent last year. The latest projections are both 0.1 percentage point higher than the estimates released three months ago.

One of the reasons for the slight upgrades is the Trump administration's lowering of effective tariff rates from its initial plans, including through agreements with U.S. trading partners.

The euro area's economy is expected to expand 1.2 percent, up 0.2 point, in 2025 on the back of rosier projections for Germany, France and Spain. For 2026, the figure is likely to slide to 1.1 percent.

Japan's revised growth forecast stands at 1.1 percent this year and 0.6 percent next year, compared to previous projections of 0.7 percent and 0.5 percent, respectively.

"These dynamics are driven by an expected pickup in real wage growth supporting private consumption, despite headwinds from elevated trade policy uncertainty and softening external demand," the report said.

For China, the Washington-headquartered organization's respective projections for 2025 and 2026 remain unchanged at 4.8 percent and 4.2 percent.

However, its most recent outlook report does not reflect renewed trade tensions between the United States and China.

The IMF chief economist said the unfolding developments reminded him that "trade uncertainty is still with us" and it is sure to weigh on the outlook, when asked about China's new export controls announced last week and Trump's subsequent threat to impose a 100 percent additional tariff on goods from the Asian powerhouse.

"The uncertainty about trade policy in the future is something that is already reducing economic activity," he said in Washington, where the 191-member organization and the World Bank are holding their annual autumn meetings this week.
